E.T. Is Coming to Blu-ray

E.T.: The Extra-Terrestrial will be released on Blu-ray for the first time on 12 November to mark its 30th anniversary. Rather than re-releasing the 20th anniversary version, though, director Steven Spielberg has opted for the 1982 theatrical cut.

This will please many fans as the 20th anniversary version, released in 2002, was infamous for replacing guns with walkie-talkies during the iconic scene where Elliot and his friends escape police by cycling into the sky.

The Blu-ray cut will be digitally re-mastered for viewing quality, at ?six times the resolution of DVD?, while at the same time seemingly avoiding the type of adjustments that, for many, marred the DVD and Blu-ray release of films like the original Star Wars trilogy.

It is unlikely that there will be any further CGI enhancements like those favoured by George Lucas. In 2011 Spielberg claimed that the he would not digitally enhance any of his films in the future, and that he would always refer people back to the 1982 cut of E.T. as the definitive version.

The 30th anniversary release includes new special features such as ?The E.T. Files?; a look at the making of the film and some new behind-the-scenes footage, as well as a cast reunion and a recent interview with Spielberg himself.

The film also returns to its PG rating, having been rated U in its 2002 release, further suggesting that the director wants this to be a genuine re-release of the original film.

Apple CEO wants to make more products in US

Apple Chief Executive Tim Cook said he would like to see more of the company's products assembled at home than in China and contain more U.S. components such as semiconductors.

Apple has been criticized for relying on low-cost Asian manufacturers to assemble its products and for contributing to the decline of the U.S. manufacturing sector.

Cook, who took the helm of the world's most valuable technology company in August shortly before founder Steve Jobs died, said manufacturing in the United States was difficult because of declining tool-and-die manufacturing expertise, among other things, but he was working on it.

"There are things that can be done in the U.S., not just for the U.S. market but that can be exported for the world," Cook told this year's All Things Digital conference, an annual gathering of A-list technology and media executives in the upscale California coastal resort town of Rancho Palos Verdes.

"On the assembly piece, could that be done in the U.S.? I hope so, again, one day," he added.

All of Apple's final assembly is done through Asian contract manufacturers, particularly Taiwan's Foxconn Technology and its Chinese factories. Cook noted that Apple does some component manufacturing in the United States, including the main microchip that runs the iPhone and iPad.

Apple makes the A5 processor in a 1.6 million square-foot factory in Austin, Texas, owned by Korean electronics giant Samsung Electronics. Cook also said some of the glass for the iPhone and iPad is made in a plant in Kentucky.

The CEO also talked about how the iPad was just in the "first innings," but declined to say what was in store for it next.

He reiterated his belief that many consumers will use the iPad more than computers as he does.

"I love my Mac, but I find myself spending more and more time on my iPad," he said.

Illinois state lawmaker has ?meltdown? on House floor

An Illinois state lawmaker lost his temper in dramatic fashion on Tuesday when he screamed and threw papers in the direction of his colleagues on the floor of the state House.

Republican Mike Bost says he was simply protesting changes made to a proposed pension bill offered by House Speaker Michael Madigan, a Democrat. The bill had recently cleared a House committee and has been endorsed by Gov. Pat Quinn.

"Total power in one person's hands?not the American way!" Bost screamed from the state House floor.

As the local CBS Chicago affiliate reported, Bost then threw several papers in the air and attempted to punch them with his fist as they drifted downward.

"These damn bills that come out here all the damn time, come out here at the last second!" Bost said as he threw the papers on the floor. "I've got to figure out how to vote for my people!"

Bost and other Republicans are opposed to the structure of the bill, which would raise local property taxes to decrease annual cost-of-living increases for public employees.

"You should be ashamed of yourselves! I'm sick of it!" Bost said. "Every year! We give power to one person! It was not made that way in the Constitution! He was around when it was written! Now we give him?we've passed rules that stop each one of us! Enough! I feel like somebody trying to be released from Egypt! Let my people go!"

A much more composed Bost later appeared on Fox News, where he discussed the incident, telling host Bill Hemmer, "Normally, I really don't act that way."

Still, Bost appeared far from contrite. When Hemmer asked about his return to the state Legislature, Bost said, "My hope is that maybe we sent a clear message yesterday that we will continue working together in a bipartisan manner."

Hemmer closed the interview by joking that Bost would be interesting company at a Chicago Bears game.

"It's an exciting time, my family has told me that before," Bost said.

IT is KILLING the business ? Forward Technologies

For IT, deny-by-default is standard operating procedure. Aimed at minimizing risk, this policy has IT?s hand up to prevent end-users from installing any and all nonstandard software. From an IT security perspective, deny-by-default is sound practice. For fostering innovation? Not so much.

Nowhere is this more evident than with the tablet revolution taking place in today?s enterprise. The iPad and Apple?s curated App Store underscore IT?s need to move beyond its deny-by-default history, embrace risk, and evolve its position with respect to the business.

Everything you?ve heard about running IT is wrong. ?IT/business alignment? is a frequently used buzzword (FUB) meant to encapsulate effective IT strategy. But for the most part, this FUB, if you?re of the acronym persuasion, is a poor choice of words and an even worse way of running IT. On a fundamental level, the notion of ?alignment? separates IT from the rest of the business. And if alignment with the business is the best you can aspire to, you?ll soon be toast in this rapidly evolving IT landscape.

As I pointed out (ahem) over a year ago, (Hey Corporate IT, Get Out Of The Stoneage) today?s IT needs to make a double leap to get to the future. Mere alignment isn?t going to do the job.

To succeed going forward, IT must become a successful steward, rather than owner, of technology. It must encourage innovation at every level, right down to the end-user. It must support ?single-actor practices? rather than simply enacting global policies. And to do so, you?re going to need IT/business integration, not alignment. Becoming an integral part of the enterprise, and not just a service provider to it, is essential, because nothing IT does from now on stands on its own. Everything ? people, processes, tools, and technology ? will be wired together to reinforce each other in service of the business mission.

Risk management is the philosophy that has become ITs ball and chain. There is one place where ?alignment? is the right topic, right answer, and right vocabulary, and that?s the choice of priorities.

The most basic fact of business is that there are only three bottom-line priorities: revenue, cost, and risk. No matter what anyone at your company does, in the end it must tie back to making revenue grow, keeping costs under control, or managing risks more effectively.

The way it generally shakes out is this: Small companies, startups, Apple, and ? sad to say ? a small minority of other large companies rank revenue first, with cost coming in second and risk a distant last. Most large enterprises, having fallen into the play-it-safe trap, rank cost first, with cost coming in a close second and, in third place, cost. They?ve given up on their ability to influence revenue, and as they can?t measure whether their risk management efforts have any impact, they tend not to think of risk as a bottom-line value at all.

It?s safe to say that, with the exception of industries in which lives are at stake (health care, nuclear power, offshore drilling), most businesses rank either revenue or cost as their top priority. Risk management just has to be good enough. After all, few actually face the threat of a long vacation in a government-run facility should events go awry.

For IT, the priorities are different, with the most common ranking being Risk, Cost, and What Was That You Said?

In other words, when it comes to bottom-line priorities, IT is misaligned. This isn?t to say that risk doesn?t matter. It?s to say that IT needs to recognize that risk management isn?t the top corporate priority and stop acting as if achieving perfect prevention supersedes all other matters.

For example: In front of nearly every employee is more computing power than existed in the world at the end of WWII. Here?s what most IT security professionals consider best practice to be: Use it to access a server in the data center that emulates the computing power sitting in front of the user.

Why is that? Because it?s less risky because we can control what happens in the data center. If an end-user identifies an application that can help streamline operations (cost reduction) or take care of customers better so they?ll buy more from the company (revenue enhancement)? The operative phrase is ?deny by default.? It means, as if it weren?t blindingly obvious, that allowing end-users to install anything that runs on the powerful computing device that sits in front of them is just too risky because of all the bad things that can happen.

It?s a persuasive argument, because after all, if you stop all bad things from happening, don?t you get what?s left? The good things, that is?

It?s an argument that holds up to at least 3 seconds of close scrutiny, after which it falls completely apart. Because it rests on a faulty assumption: That good things can happen without taking risks to make them happen. And they can?t.

Which brings us to the iPad, and even more, Apple?s App Store. Instead of talking about whether end-users should be allowed to install whatever they think will be useful on their PCs, let?s talk about whether they should be able to install whatever they think will be useful on their iPads. With the exception of a small handful of technologically sophisticated wise guys, we?re now talking about employees finding useful-sounding applications in the App Store and clicking on them so they automagically install.

The reason for deny-by-default is that some PC applications are dangerous. Without intending to, employees might accidentally install what looks like a perfectly innocuous piece of software but in reality is serious malware.

Say what you want about the opaque decision process for what can and can?t be sold in the App Store. The bottom line is that Apple actually screens each application before it can be sold through the store. That being the case, does deny-by-default still make sense?

Not at all. Yes, Apple?s determination to limit its customers to what it sells in its App Store is a level of paternalistic control many of us find dislikable. From an IT risk management perspective, though, it?s more than good enough to stand deny-by-default on its head: Compared to the average cost of an app (10 bucks) and the risk that it?s actually something nefarious (negligible), the opportunity represented by employees taking the initiative to find innovative ways to improve how things get done is, in the aggregate, immense.

When deny-by-default is the policy, the response to any request that leads to someone outside of IT using technology to innovate is, ?Here?s why you can?t.? In the new IT, the response has to be, ?Here?s how you can.?

In the case of tablets, there?s no reason the future can?t be right now.

Real estate market conditions have continued to improve here in the Denver area and around the country.

National real estate market conditions

Let?s start with some of the national data. In short, the national housing market is showing some real signs of strength. Take a look at these numbers from the National Association of REALTORS? Existing Sales Report for April:

  • Sales are up 10% from 2011
  • Prices are up 10.1%
  • 30-year interest rates are down almost a full point
  • The inventory of homes for sale is down?almost 21%
  • Percentage of distressed sales (foreclosures and short sales) is down 9%

Those are some pretty amazing numbers, considering that a year ago, we were only starting to get a hint that real estate market conditions might?be starting to rebound, and some were thinking it would take until 2014 to see any real improvement.

The National Association of REALTORS reports that the April 2012 improvements in the real estate market conditions were broad-based, and seen across all regions. Standard and Poor?s Rating Services, though, estimate it will take almost four years to fully clear up the ?shadow inventory? of distressed homes and bring that part of the market to ?normal? levels. (The shadow inventory is made up of homes that are in the foreclosure system, but are not yet on the market.)

Predictions published within the last 60 days from the Home Price Expectations Survey,?the Urban Land Institute Real Estate Consensus Forecast, and the Demand Institute?are all showing a slow but steady strengthening of real estate market conditions. Between now and 2014, they all show increases to about 3% annual growth in home prices.

Most telling of all, though, is this chart of the changing opinions of some highly-regarded industry analysts. All of them write often on the status of real estate market conditions. Perhaps you?ve even been following them.

Everybody cribs about how costly buying?real estate?in Indian cities is. It's a national pastime of sorts. But nowhere is the collective griping greater than in cities like Mumbai and Delhi, where prices have moved northwards faster than the rest of the county.?


In comparison,?realty prices in south India?are saner and everybody, from banks to realty developers to the first-time buyer feels a lot more comfortable. Like RV Verma, chairman of the?National Housing Bank?(NHB) puts it, "For banks, Chennai and Bangalore are one of the best centres. They feel comfortable as these markets are stable and the potential for NPAs [non-performing assets] is lower."?

The past year has seen home sales slow down across the country. The slump in sales has been pronounced in Delhi-NCR and Mumbai, over 40% compared to the previous year. A combination of exorbitant property prices and high home loan rates made buyers balk. Realty sales in south India were down too, but thanks to an improvement in the fortunes of the IT sector, not as sharp.?"Bangalore and Chennai are still more affordable compared to other big cities," says Hariharan Ganesan, manager, research at property advisory firm?Jones Lang LaSalle?(JLL) India.?Land as Gold?So what's keeping prices in check in southern cities? "Scarcity and expensive land parcels have hit the affordability factor in Mumbai and Delhi. However, land is not priced out in the south," says JC Sharma, managing director and vice-chairman of?Sobha Developers, which had reduced property prices by 10% post-2008 slowdown.?The north has also seen a rise in property prices because of the speculative nature of the market. It is also largely an investor-driven one. "In the north, a passion for real estate along with the need to park black money has pushed up property prices dramatically in recent times," says Anckur Srivasttava, chairman of GenReal Property Advisers.?Says Anshul Jain, CEO of DTZ India, a real estate consultancy: "Around 70% of the realty market in NCR-Delhi and Mumbai is investor-driven." An investor-driven market sees more distortions and is less transparent. Residential property prices in Bangalore, Hyderabad and Chennai have seen a rise of 1-35% since the fourth quarter of 2009, says JLL in a recent report. In contrast, Mumbai and the?NCR?have seen residential values run up between 20% and 40% in the same period.?The Steady South?Southern realty's absorption rate has been helped by the cautious pricing strategies adopted by local builders. In contrast, in Mumbai and NCR, property prices have already crossed the peak levels of 2007. New launches in south India are still predominantly in the Rs 4,000 per sq ft range compared to many parts of the NCR and in Mumbai where project launches are in the Rs 7,000-10,000 per sq ft range.?"We have seen stable sales in the south. Sales in the last fiscal were better here than in the north," says Jackbastian Nazareth, CEO at Bangalore-based developer?Puravankara Projects. According to real estate research firm Liases Foras, Bangalore sold 10.55 million sq ft of property in the March quarter, as compared to 9.16 million sq ft over the same period last year. Chennai's property market registered a growth of 26% in the quarter.

Low Inventories?

All this put together has meant that unsold inventory is far lesser in south. Chennai and Hyderabad have a total of 42.75 mn sq ft and 33.38 mn sq ft of unsold stock each. In comparison, Mumbai metropolitan region and NCR have 121 mn sq ft and 233 mn sq ft of unsold inventory, which will take at least 23-40 months to get absorbed, says Liases Foras.?On the housing finance front, the?southern citiesaccounts for nearly 40% of the nationwide disbursals of Rs 1.95 lakh crore (retail home loans) for 2011-12. "While Mumbai and Delhi-NCR have slowed down, Chennai, Bangalore, Hyderabad, Pune and Kolkata have led the demand for home loans," says VK Sharma, chief executive officer of?LIC Housing Finance.Going Strong?The?commercial property?segment also continued to be in an upbeat mode with Bangalore, Chennai and Hyderabad accounting for nearly 45% of India's office stock, largely due to the IT and ITeS sector.?"Commercial space supply in the southern cities is in line with demand. We have leased 99.4% of the office space and have an additional 7 million sq ft under execution," says Raj Menda managing director of RMZ Corp, a developer. Demand was driven by IT and ITeS sector, with 64% of the country's IT SEZs are housed in the southern cities.?"With a total stock of nearly 140 mn sq ft in the major cities of south India, the vacancy rate by end 2012 is expected to be 16%, considerably lower than the pan-India vacancy rate of over 20%," says a JLL report.?

Parents are suppose to love their children enough to die for them, not care too little about them to die on them. So how then do you begin to rebuild your own life in the face of a parent taking theirs? Where do you find the strength of character to forge ahead in the face of atrocity when you feel that you were either invisible or insignificant in the eyes of a primary love?

My father committed suicide in 1971 when I was six years old. I was young and naive and so too was the study of clinical depression. Along with the ignorance of mental illness came the shame and the negative social stigma that always accompanies an event that isn't well enough understood. It's true that "the treatment of emotional or psychological problems can be traced to antiquity. The ancient Greeks were the first to identify mental illness as a medical condition rather than a sign of malevolent deities," and yet still today, thousands of years later, we still speak of the "demons" that posses the hearts and minds of people who suffer from depression. Even with the advent of antidepressants and the corresponding recognition by the medical establishment of clinical depression as a disease we still refer to sufferers as "being depressed" rather than "having depression." According to the New York Times:

A year after the Food and Drug Administration approved Prozac in 1988, 2,469,000 prescriptions for it were dispensed in America. By 2002, that number had risen to 33,320,000 and 2008, antidepressants were the third-most-common prescription drug taken in America.

According to the the World Health Organization, depression ranks as the fourth leading cause of disability and premature death worldwide. And yet, unlike with any other disease, people who have depression are defined by their affliction. They are depressed. Patients with depression are themselves the disease, unlike people who have cancer, diabetes, arthritis, heart disease, etc. The devastating implication for sufferers and survivors that goes along with that assumption is that, just as they are the disease, they could cease to be it, much in the same way that loved ones are saddled with blame and responsibility when the outcome is suicide.

I know that the way I personally pieced my universe back together was to tell myself that I was the child of suicide because I had the ability to receive the profound message of meaning I decided my father was leaving me. Every time people learned of his death and apologized for it, I always replied by explaining that his choice to die was really the gift my father had given to me about how essential it was to build a purposeful enough life to want to remain in it. I created an entire mythology around this idea that one has to attach enough to the world through purpose and love in order to keep tethered to it. I used what I comprehended as his desire to die as a reminder for me to construct a life that would guarantee my will to live. I believed that his decision to die was my secret advantage, a private insurance against slipping into the mundane triviality of everyday life. Like so many other children of suicide, I went off in search of great love, relentlessly in pursuit of making myself memorable and important enough in the lives of others that they would never leave me. My sister, conversely, tried to defend against love. I built a wall to keep people in, she constructed her own to keep people out. This was the story I told myself, and these were my ways of protecting myself against my own demise. My sister had another tale and her own ways of defending herself from abandonment. I have heard countless other personal "stories" that "explained" suicide throughout my lifetime and the only thread that runs through all of them is the need to have a rationalization for something that defies our personal comprehension and is still seriously marginalized by society at large. However different our personal explanations are, they all suppose that one would not take their own life if it had been filled with more love and meaning and less pain and disappointment. Certainly nobody would choose to leave a world that they embraced and that embraced them.

And then came the day of reckoning when I realized that my father didn't make a choice at all, and I had to throw all of that out. I believe the truth is that none of us has the choice whether we live or die. Each of us faces the same end, and the only difference, to me, is if we know when or not. But I think none of us chooses death, not even the ones who commit suicide. And none of us has the power to prevent someone from doing so, though it serves us to believe that we are equipped with the ability to save a life just as it comforts us to imagine that we are born with the freedom to end our own. The problem is that I think my father didn't pull the trigger because of unsung philosophical anthems or irreconcilable existential conflicts the way I needed to believe he did in order to prevent being angry at him for leaving me. I believe Mary Richardson Kennedy didn't hang herself because of a failed marriage, financial woes or abbreviated dreams. People don't decide to die because life didn't add up to enough to live for. None of it is as romantic as all of that. My father, like Mary and thousands of others who commit suicide each year, had an organ in his body that failed him, I think, in the same way that others have hearts and kidneys and livers that do. Though there is much mystery and intrigue that surrounds the power of the brain, it is still only a part of our all-too-vulnerable bodies and like everything else, it malfunctions. I believe my father and Mary and others who commit suicide were taken by a disease that ravaged their body and mind. That is their true story, and it is time that it is told without apology, blame, guilt, or shame.

So to all of you have been left with the legacy of a parent who had depression who committed suicide, I beg you to dispose of the "is" in front of depressed and replace it with the "had" that belongs ahead of depression. I believe one simple word makes all the difference. In the wake of Mary's tragic loss, let us finally rid ourselves of the guilt that goes along with surviving and the blame that is assigned to the stricken. Depression is a disease, and it's nobody's fault. Please, children, finally free yourselves of the emotional complications that go along with the feeling of anger and abandonment that accompany a parent with depression's suicide and dedicate yourselves instead to raising awareness about the disease of depression in honor of the ones we loved and could never, ever have saved.

Since launching in February 2004, Facebook has proved highly effective at creating opportunities for the average Web user to create campaigns that reach a mass audience. Most recently such opportunities have extended to organ donation, an area that could benefit from the social network's attention?controversy over its recent initial public offering aside, Facebook's membership is more than 900 million and growing.

Indeed, with demand for healthy organs for transplantation growing worldwide, Facebook has already become a popular channel for people soliciting kidneys, livers and other potentially lifesaving organs. Earlier this month the social network began offering members the ability to identify themselves as organ donors on their Facebook pages and to locate state organ-donation registries if they would like to become donors.

Last October a team of researchers at Loyola University Medical Center began tracking how Facebook was being used as a tool for connecting potential donors with those in need of an organ. The researchers focused on kidney solicitations in particular and studied 91 Facebook pages seeking kidney donations for patients ranging in age from two to 69. Of the Facebook pages studied, 12 percent reported receiving a kidney transplant and 30 percent reported that potential donors had stepped forward to be tested to determine whether they were compatible, the researchers recently reported at a meeting of the National Kidney Foundation. One page reported that more than 600 people had been tested as potential donors for a young child.

There was a broad range in terms of how much personal information people disclosed. Some Facebook pages simply asked people to donate, without providing any other information. Other pages provided great detail about patients who needed kidneys, including explicit medical histories and family photos as well as emotional accounts of hospital stays, emergency room visits, financial problems and the difficulties of living on dialysis, according to the researchers led by Alexander Chang, nephrology fellow at Loyola University Chicago Stritch School of Medicine.

The research findings also raised ethical concerns: 3 percent of the pages received offers to sell kidneys, mostly from people in Third World countries. Would-be donors typically asked for $30,000 to $40,000, even though selling organs is illegal in most countries. In addition, only 5 percent of pages mentioned the risks of kidney donation (such as possible internal bleeding and/or infection as a result of the surgery) and only 11 percent mentioned associated costs.

Scientific American interviewed Chang to find out more about his team's reasons for examining Facebook as a means of soliciting kidney donations, the potential impact that social networks could have on the organ-donation shortfall and the possible dangers posed by using Facebook to match those in need of an organ transplant with potential donors.

[An edited transcript of the interview follows.]

What inspired you to study social media?Facebook, in particular?as means for soliciting living kidney donors?
As a nephrology fellow, I became interested in this issue as the transplant waiting list continues to grow and is outpacing the donor pool (from both deceased and living kidneys). The only really growing segment of the donor pool is coming recently from donors not related to the patients receiving the kidneys, and it seemed to me that social media must be an extremely easy way for people to search for kidney donors, as people are connected via Facebook to large numbers of friends, family and acquaintances they would not normally interact with in person or even by telephone or e-mail. As I could find no research on the subject, I thought it would be important to characterize what people are currently doing and how they are going about doing it.

Are you and your colleagues also looking at other organs (the liver, for example) being solicited via Facebook?
We specifically looked at kidney donors, as this is my interest as a nephrologist but also because the issues of kidney donation are quite unique, as living liver donations do not occur very often (and incur more risk to the donor) and bone marrow donations usually entail very little risk to the donors.

What was your process for searching Facebook for kidney donors?
We created a search on October 3rd, 2011, and looked for terms including "kidney donor," "need kidney," "kidney donation," "seeking kidney," "find kidney" and "kidney search." We found 131 pages in English. Of these pages, only 78 specified the purpose of finding a kidney for a specific person. We found an additional 13 pages that had the purpose of finding a kidney for someone, linked from these 78 pages, giving us a total of 91 pages for our study.

What conclusions can you draw at this time about how much Facebook use contributed to making successful solicitations?
Since these are just publicly accessible pages on Facebook, certainly this is just a snapshot of how people are using Facebook, as Facebook gives users the option of making pages "private," and people may also be sending messages directly to their friends via the social networking site. Such messages would not be included in our study. Since we only studied 91 pages, and our information was only derived from what was shared by the Facebook page to the public, this work should be considered hypothesis-generating.

There was a time -- oh, about 10 months ago -- when we were told HGH testing for NFL players was drawing near. Although this was before the lockout ended, NFL attorney Jeff Pash said the league wanted testing instituted for the 2011 season and that the NFLPA supported the measure.

Obviously, nothing about that statement came to fruition.

A few months later, the union apparently was "stalling," and although the World Anti-Doping Agency was ready to begin testing, the NFLPA did not approve of the testing procedure. As union executive director DeMaurice Smith said at the time, ?Nobody knows what goes into the WADA standard of how they adjudicate players who have apparently or been told they take HGH. So if we are going to go to a system where our guys are going to be measured against a standard we can't see and a standard that we can't challenge, if you were in my job would you recommend doing that? No."

So, where does the NFL and the NFLPA stand now? Further away than ever, apparently.

As the Washington Post writes, the NFL and NFLPA are looking for a new candidate to oversee the study that would satisfy the union enough to give its OK for testing.

?We just recently found out .?.?. the league's choice to run the population study that we had consented to recently withdrew and said that he wasn't the right person to get this done,? Smith told reporters. ?I'm thrilled that the league has made a decision to move forward with the population study. I'm a little frustrated that their selection has now pulled out so that we have to again re-up and try to get this done.?

So, what the heck happened?

From the Post: ?A person familiar with the league's view of the situation, speaking on the condition of anonymity because of the sensitivity of the deliberations, said the league believes the union's actions caused the scientist who had agreed to do the population study to withdraw. The candidate became convinced the study was scientifically unnecessary and thought the union's actions indicated the study was more about politics than science, the person said, adding that other scientists have declined to be involved for similar reasons.?

The reason the union wants a population study is so it can know what will constitute a positive HGH test on those people who are the size of NFL players. The NFL thinks that study is unnecessary but is willing to do it to begin the testing process.

But once this population study is cleared up, then everything will be cool, right? Um, not exactly.

?Our position is the population study is one issue as it relates to HGH,? Smith said. ?Are there other outstanding issues with respect to the overall drug policy that we would like to see? Absolutely?. Are there issues that we need to work out? Sure. But to say is that the only issue left? No.?

Which is why the two sides appear as far away as ever when it comes to the HGH issue.

Millions in global aid for Iraq sits unspent

BAQOUBA, Iraq (AP) ? Outside the crumbling elementary school, goats feed on trash strewn across the front yard. Inside, the ceiling is rotting, toilets don't work and students scrunch hip-to-hip behind narrow desks.

Millions of dollars in international aid to build and repair Iraq's dilapidated schools have for years gone unspent. Now, Iraq's government risks losing the funding as the World Bank weighs whether some of it would be better used elsewhere.

The dilemma is one that echoes across the international aid community ? whether to continue financing a government with vast oil resources and a $100 billion annual budget or divert the assistance to needier nations. It also reflects growing frustration over the bureaucratic hurdles and contracting problems that have kept the money from being used.

The spending delays have left buildings like the scruffy al-Min elementary school in the former insurgent stronghold of Baqouba, 35 miles (60 kilometers) northeast of Baghdad, in limbo. It's one of thousands of schools across Iraq that desperately need money for repair.

"The building looks like a prison, not a school," said headmaster Abdul-Karim Mohammed Sabti. "This is not an appropriate atmosphere for learning."

The education aid is a slice of $1.3 billion in grants and loans the World Bank and its donor nations have given Iraq since 2004 to fund efforts ranging from labor and welfare programs to providing emergency health services and protecting the environment. Initially, the money was intended to help rebuild the country after the 2003 U.S.-led invasion that ousted Saddam Hussein. But the bank maintained the assistance as it became clear the country desperately needed help as it faced years of violence.

More than one-third of the overall assistance ? about $469 million ? has yet to be spent and the World Bank must decide soon whether to extend a deadline for several of the programs to close by the end of June, or face losing grants to rebuild schools.

"When we talk with the government, when we talk to the primary stakeholders in the country, we try to explain to them that it is a pity that this money is just sitting where it is and it is not being utilized," said Marie-Helene Bricknell, the World Bank's special representative for Iraq.

Some of the money may have to be given back and distributed to the world's poorest counties if Iraq continues to sit on it, she said.

"It may difficult for us to argue (to keep) it if Africa needs the money, or if there is another food crisis in the world," Bricknell said. "Given the austerity around the world, it may be very difficult."

But World Bank officials in Baghdad also acknowledged the Iraqi government faced tremendous hurdles in trying to carry out the projects. There was no parliament when the first tranche of funding was provided, and the government was barely functional in the years the nation teetered on the brink in civil war.

The projects have picked up since Iraq's new government was seated in late 2010, but bureaucracy and contracting problems have stunted progress.

The World Bank is the latest foreign donor to be frustrated by Iraq's lax use of reconstruction aid. Billions of U.S. taxpayer funds have been wasted on projects to rebuild Iraq since the 2003 invasion. Auditors and prosecutors say much of the money has been siphoned away in corrupt contracts.

U.S. funding for Iraq is also dropping dramatically following the departure of American troops in December. Congress is considering cutting aid to Iraq by 77 percent and slashing what was initially touted as a $1 billion program for Iraqi police that was to be the centerpiece if the U.S. Embassy in Baghdad's efforts to continue training security forces.

In 2005, the World Bank began giving Iraq an additional $508 million in special loans that have little to no interest to try to speed up the development projects. The loans are normally given to the world's poorest countries, nearly half of which are in Africa.

Iraq is not considered a low-income country by the World Bank and normally would not be eligible for the funds. But an exception was made as Iraq struggled to recover from upheaval. A quarter of Iraq's population of 31 million lives in poverty, and 15 percent are unemployed, according to U.S. data compiled by the Central Intelligence Agency between 2008 and 2010.

Iraqi schools provide a stark example of the problem. Less than half of the $204 million earmarked for education programs has been spent.

Baghdad has asked for more time to spend about $16 million that's left from grants issued in October 2004 to rebuild schools. The Bank has signaled it may extend the June 30 deadline for the grant by another year.

With the roughly $44 million that's been spent so far, Iraq's education ministry has built 37 new schools nationwide and upgraded 133 old ones. Thirteen more schools are under construction and are expected to be completed by June 2013. Another 30 schools were built in Iraq's southern marshlands between 2006 and 2009 under a different World Bank program that cost $5.2 million.

All the 37 new schools were finished over the last 18 months, said senior Education Ministry official Saad Ibrahim Abdul Rahim, who is the agency's head liaison to the World Bank. He blamed the yearslong delay on bureaucratic snarls, a slow cash-flow to contractors and a lack of available land in populated areas upon which to build.

But last year, the ministry won approval from the prime minister's cabinet to build schools on land that belonged to other government agencies, and progress was made.

More than 6 million students attend Iraq's 15,000 public schools. Rahim said at least 5,000 more schools are needed to ease severe overcrowding.

Another $100 million was given to Iraq as an emergency education loan to ease crowding and update the curriculum in Iraq's schools. The project began in November 2005. Since then, the government has spent only $11 million and has three times asked for the loan to be extended in order to keep the money. It currently expires in June 2013.

There was initial optimism when the World Bank reconstruction program in Iraq began in 2004, but that vanished as the country spiraled into a cycle of violence with sectarian fighting and an insurgency that killed tens of thousands of people.

"After the collapse of the Saddam regime, there was a strong feeling that Iraq was going to grow and build a lot of projects," Rahim said. "But a year later there was a lot of sectarian conflict, and a lot of problems that caused a huge delay to all of the projects, in all of the ministries, for the reconstruction of Iraq."

Rahim was confident the deadlines would be met as violence ebbs and Iraq edges toward stability.

The Education Ministry spent $6.9 million of the loan funding last year ? more than six times of what it spent in 2010. By comparison, the ministry spent $19,800 from the loan fund in 2008.

"We are on track now and the project is going ahead, and there are no huge challenges or any big obstacles to slow or detail it," Rahim said.

Overall, Iraq had spent nearly $839 million of the $1.3 billion in World Bank grants and loans as of March 31, the latest data available. That money has helped create cell phone networks, improve drinking water for 600,000 people, rebuild and restock hospital emergency rooms, and train dozens of doctors and nurses across Iraq, according to the World Bank.

It has also paid for several studies to strengthen Iraq's government, reduce poverty and provide forecasts for the oil and gas industry through 2030 ? and any spinoff businesses that can create jobs and generate money.

And it has put 80 million textbooks in the hands of students whose numbers are growing every day. Half of Iraq's population is under 18, according to the United Nations, forcing schools to teach classes in morning and afternoon shifts to accommodate all the students.

In Iraq's northeast Diyala province alone, 381,000 students are enrolled in schools, said local education director Jaafar Moween al-Zarkushy.

Of 870 schools in Diyala, 65 were destroyed in sectarian fighting since 2003, al-Zarkushy said. Another 110 schools are about to collapse, and 17 more have been deemed inadequate because they are made out of mud.

"All students need a place to go to be taught," al-Zarkushy said forlornly. "The signs are not encouraging."
