Rasmussen College to offer CPR classes

Rasmussen College recently announced their partnership with In-Pulse CPR to offer CPR classes for the public at the college?s five Florida campus locations.

In-Pulse CPR is an American Heart Association-authorized provider of CPR and ECC courses. The one-day, 4-hour classes will held throughout the next four months at Rasmussen?s Florida college campus locations in Ft. Myers, New Port Richey, Land O? Lakes, Ocala, and Tampa/Brandon.

The first CPR Classes will start this January and are open to both Rasmussen College Students and the general public.

Recommended as an invaluable skill for any adult, CPR training is required in many jobs such as early childhood education professionals, nursing home workers, and dental or medical office staff. In-Pulse CPR?s classes qualify students for the American Heart Association Heartsaver / BLS Healthcare CPR certification, good for two years.

In-Pulse CPR classes use the latest equipment including Laerdal and Prestan mannequins and a large selection of AED trainer models. All instructors are either EMT workers or nurses, and all are certified by the American Heart Association.

Course cost is $45, and no prior first aid knowledge is needed.

Congress poised to pass payroll tax cut deal (Reuters)

(Reuters) ? Congress, after months of bitter fighting, is poised on Friday to pass a payroll tax cut extension that President Barack Obama argues is vital to the health of the economy.

The legislation would continue for two months a 4.2 percent payroll tax rate that otherwise would expire on December 31 and ratchet up to 6.2 percent for 160 million American workers.

"I congratulate members of Congress for ending the partisan stalemate," said Obama.

House of Representatives Speaker John Boehner yielded to pressure from Democrats and his party and agreed, with minor changes, to allow a vote on a bill passed by the Senate last week with bipartisan support.

Boehner acknowledged the opposition that he faced in initially opposing the measure.

"It may not have been politically the smartest thing in the world," Boehner told reporters late on Thursday. But he said his fellow House Republicans "waged a good fight."

Obama said: "Because of this agreement, every working American will keep his or her tax cut - about $1,000 for the average family" over the course of a year.

The two-month deal between Democrats and Republicans in the Senate and House comes after they were unable to agree on ways to offset the costs of a full-year extension.

If both chambers approve the two-month extension on Friday, a new round of negotiations would begin in January to add 10 more months to the measure.

Some last-minute roadblocks could still occur. If any member of Congress objects to a fast vote on Friday, passage of the two-month extension would be delayed, probably until next week.

It was unclear whether any restive conservative Republicans in the House might object to a voice vote, forcing Boehner to schedule a roll-call vote in coming days.

But either way, the legislation is expected to eventually be approved by Congress and sent to Obama to sign into law before the December 31 deadline.

Last Saturday, the Senate approved the two-month extension in a strong, bipartisan vote. But House conservatives, challenging Boehner, said they would not go along. Instead, they pushed for a year-long extension, despite earlier opposition to any renewal of the payroll tax cut.

Their maneuvers led some Democrats to suspect that Republicans were simply trying to kill the measure.

House Republicans all week insisted on a 12-month payroll tax extension. But Democrats did not budge, arguing that the two-month compromise hammered out in the Senate must first be approved to ensure no lapse in the lower rate. Then, they said, negotiations could continue.

But with opposition to the House Republicans mounting every day - from Senate Republicans lawmakers to conservative commentators and outside political advisors, Boehner saw no alternative but to relent.

Besides extending the payroll tax cut for two months, the legislation also temporarily continues some unemployment benefits that were set to expire in coming weeks and avoids a cut in payments to doctors who treat elderly patients in the government-backed Medicare health insurance program.

In one victory for Republicans, the legislation has a provision aimed at forcing a quick decision by Obama on the Keystone XL pipeline project that would run from Canada to the Texas coast.

Sale of Quinn Healthcare secures over 330 Cork jobs

QUINN HEALTHCARE, the State?s second largest private health insurer, has changed hands for the second time in four years after senior management successfully completed a buyout backed by international reinsurance giant Swiss Re.

For more than a year, the company has been under the control of the State-owned Irish Bank Resolution Corporation, formerly Anglo Irish Bank, following the collapse of the business empire of Northern Ireland businessman Se?n Quinn.

Yesterday?s announcement brings to an end speculation that the State would move to take ownership of the company.

Mr Quinn had acquired the company from British insurer Bupa in 2007 for more than ?100 million.

No financial details were provided in the announcement but with a significant recapitalisation of the company now required, it is not thought that anything close to that amount will have been paid for the company.

Confirming the takeover, the new management team assured existing customers that they would be unaffected by the changes.

The statement said ?a natural transition? to a new brand would take place over the coming months.

The company said the transition would be ?seamless? and it stressed that there would be no changes to the terms and conditions of policyholders? cover.

Managing director D?nal Clancy said the deal would ensure that competition remained in the market and secure more than 330 jobs in Fermoy, Co Cork.

He said the experience of the management team and the financial clout of underwriter Elips Life, part of the highly capitalised global reinsurer Swiss Re, meant the company would be ?well positioned to drive even further competition in the market and bring increased innovation and value?.

Bruce Hodkinson, a spokesman for Swiss Re, described Quinn Healthcare ?as an excellent fit with our business?.

He said that with its backing, the company would be able to ?provide long-term security to the policyholders and employees of the company?.

The news brings the curtain down on proposals that the State purchase the company as part of an ambitious plan to merge it with the VHI and reform the health insurance market.

Minister for Health James Reilly had suggested the State purchase Quinn Healthcare in a memo sent to Cabinet colleagues earlier this month, although it is not thought his proposals had gained much traction around the Cabinet table.

Dr Reilly said yesterday that he welcomed the sale and claimed it would bring a degree of certainty to the health insurance market and to the insurer?s customers.

He insisted, however that it remained his intention to reform the private health insurance market.

Dermott Jewell of the Consumers Association of Ireland welcomed the announcement and expressed the hope that the sale would lead to a more competitive pricing structure.

?It remains to be seen what will happen but anything that enhances competition is good news. And I think for the new entity to be successful, they will have to start offering consumers better value for money.?

Late last month, Quinn Healthcare announced it intended to increase the cost of its premiums by an average of 12 per cent from next year. While the average was put at 12 per cent, some popular policies will increase by more than 20 per cent.

The price increases, which could add more than ?300 annually to the cost of an average premium for a family of four, was the second price increase announced by Quinn this year.

Yes. The company has been in administration for more than a year and yesterday the Irish Bank Resolution Corporation agreed to its sale.

For how much??

The financial details were not disclosed although the sale price is unlikely to have have been anything close to the ?130 million it was valued at four years ago.

Who bought it??

The senior management have orchestrated a takeover of the company and confirmed they had acquired it from the Government. While the existing management may be the new owners, they are not the people with the money and without the backing of Swiss Re the takeover would not have been possible.

Who??

Swiss Re may not be a household name in this State but it is a global giant, being the worlds second-largest reinsurer. It employs nearly 11,000 people in more than 25 countries and has its headquarters in Zurich where it was established more than 150 years ago. Last year it had revenues in excess of $28 billion (?21 billion) and declared profits of $863 million. And with assets of more than $228 billion and total equity of $26.91 billion it packs significant financial clout.

What does the takeover mean for the health insurance market as a whole??

Probably not a lot in the short term. The market is still in disarray and the cost of premiums is likely to continue climbing. It appears to have stymied proposals put forward by the Department of Health for the State to buy Quinn Healthcare and merge it with the VHI as part of an overall reform of the private health insurance market. The proposals would have cost about ?500 million, the Department of Public Expenditure and Reform has estimated. This meant they were never likely to have won the Government approval in any event.

What will it mean for consumers??

Not a lot. The company was quick to reassure existing customers that their policies would be unaffected and there would be no changes to premiums or the levels of cover offered.

Will the company still be called Quinn Healthcare??

No, the company will now embark upon a rebranding exercise and in the new year the old name will be discarded. It is not the first time this has happened.

In 2007 Bupa became Quinn Healthcare after the company owned by Se?n Quinn stepped in to buy Bupa which had announced its intention to exit the Irish market following a long row over risk equalisation, a system which mandated that all health insurance policies had to be made available to potential customers regardless of age or risk profile.

Is the company making money??

Yes although not as much as it used to. When Bupa Ireland became Quinn Healthcare, the company was generating profits of about ?20 million a year.

It is not thought that profits in recent years are anything approaching that but it is not losing money.

So, does that mean the Government will get some cash from the sale??

That remains to be seen although it seems unlikely.

Economy seems to be gaining momentum

In in the latest sign that the U.S. economy is surging at year's end, unemployment claims have dropped to the lowest level since April 2008, long before anyone realized that the nation was in a recession.

Claims fell by 4,000 last week to 364,000, the Labor Department said Thursday. It was the third straight weekly drop. The four-week average of claims, a less volatile gauge, fell for the 11th time in 13 weeks and stands at the lowest since June 2008.

While the economy remains vulnerable to threats, particularly a recession in Europe, the steady improvement in the job market is unquestionable.

"The underlying trend is undeniably positive," said Jennifer Lee, senior economist with BMO Capital Markets. "I think everyone is starting to come around to the view that, yes, there is a recovery going on."

Unemployment claims are a sort of week-to-week EKG for the job market. Except for a spike this spring, after the earthquake and tsunami in Japan hurt U.S. manufacturing, they have fallen steadily for a year and a half.

Claims peaked at 659,000 in March 2009. In the four years before the Great Recession, they mostly stayed between 300,000 and 350,000. That claims are edging closer to that range is a sign that the layoffs of the past three years have all but stopped.

"We haven't yet really seen substantial numbers of new jobs, but this is definitely an encouraging sign of what lies down the road," said Sam Bullard, an economist at Wells Fargo.

The steady decline may also herald a further decline in the unemployment rate, which fell in November to 8.6 percent from 9 percent the month before. The December rate will be announced Jan. 6.

If unemployment claims keep declining, the unemployment rate might fall as low as 8 percent before the November elections, said Dan Greenhaus, chief global strategist at BTIG LLC, a boutique brokerage.

The presidential election will turn on the economy. Ronald Reagan holds the post-World War II record for winning a second term with the highest unemployment rate. He won in 1984 with unemployment at 7.2 percent.

Economists will also watch closely on Jan. 6 to find out how many jobs were added this month. It added at least 100,000 each month from July through November, the best five-month streak since 2006.

"When you fire fewer people, hiring unquestionably follows," Greenhaus said. He expects employers to create as many as 200,000 jobs per month if the trend continues.

In another encouraging report Thursday, the Conference Board's index of leading economic indicators rose strongly in November for the second straight month, suggesting that the risks of another recession are receding.

The index puts the economy on track to grow at a 4 percent annual rate in the fourth quarter, which ends this month, said Ian Shepherdson, chief U.S. economist with High Frequency Economics.

The economy hasn't posted 4 percent growth or stronger since the first quarter of 2006, when it grew at a 5.1 percent rate. The best it has done since the recession was 3.9 percent, in the spring of 2010.

The Great Recession lasted from December 2007 through June 2009. Economists didn't declare that it was under way until December 2008.

The economy grew at a 1.8 percent annual rate in the third quarter of this year. The government revised that figure downward from 2 percent Thursday because Americans spent less than the government had estimated.

Besides a brightening job market, the positive factors include strong holiday shopping and cheaper gas, which leaves people more money to spend on other things and helps consumer confidence.

"The economy is carrying some clear momentum into 2012," said economist Joel Naroff of Naroff Economic Advisors.

The flip side, said Bullard, the Wells Fargo economist, is political uncertainty at home and a near-inevitable recession across the Atlantic. Those factors will weigh on growth next year and might reverse the momentum that the job market appears to be enjoying.

In Europe, the 17 nations that use the euro currency are struggling to deal with debt problems and keep the currency union together. A recession there would be bad news for American companies that export to Europe.

Another source of uncertainty for 2012 is what Congress will do about the Social Security payroll tax cut, set to expire Jan. 1. Extended unemployment benefits for the long-term unemployed also expire on that date.

The tax cut applies to 160 million Americans. For a worker earning $50,000, it saves $1,000 over a year. For a high-earning couple, it would save $4,404 over next year, or about $85 a week.

Economists say that failing to renew the tax cut and emergency unemployment aid could cut a full percentage point from economic growth next year.
