The black market owed its growth to a regulation that only allows expatriates and hotel operators in the country to use satellite dishes. This regulation has been in place since the early 90s. As of 2008, more than 10 million dishes has the ability to receive signals overseas in DVB-S (Digital Video Broadcasting-Satellite) standards got into China. And more than 40 million gray-market dishes were believed to be shipped in metropolitan areas for installation last year.

China DBSAT, known as the second largest operator in Asia, is tasked to act as the gatekeeper to the Chinese market. Founded in 2006, the company operates Zhongxing-9, a joint venture of China Satellite Communications Corp. and Sino Satellite Communications Co., Ltd.?With five in-orbit satellites it provides satellite bandwidth and integrated satellite communications services for government agencies, broadcasting networks, telecommunications providers, and other commercial enterprises. Except AsiaSat and APT Satellite Holdings, non-Chinese satellite communications providers are forbidden from delivering wireless service directly to Chinese end-users.

US has heavily criticized China for its protectionist policy. China has issued tougher measures to regulate the use of satellite dishes, but the black market for satellite dishes is unlikely to dwindle soon.?China?s State Administration of Radio, Film and Television (SARFT) has no mandate to enforce compliance across local governments.

According to SARFT, more than than 400 million household population are in underserved regions, and the estimated 200 million households with TV but no cable service are getting signals via analog terrestrial transmission or illegal satellite dish or set-top box. Terry Lu, chairman of DVN Group, estimated that country?s digital TV user-base at 250 million. But this huge market is not yet fully tapped due to regulatory restrictions.

OoVoo Makes Facebook Multi-Person Video Hangouts Possible

Want to host a party with friends right on Facebook? Video chat company ooVoo has rolled out its service to the social networking site, allowing up to 12 friends to chat face-to-face at once.

The company also announced upgrades to its application for iPhone, Android, PC and the web users. The Facebook integration makes the service similar to Google Hangouts, which allows users to video chat in groups of 10 on the search engine giant?s social network Google+.

On the iPad, ooVoo doesn?t just support 12-way calls but also four-way HD video chats ? an industry first.

Although the 12-way video chat functionality wasn?t announced until today, ooVoo quietly rolled it out on Facebook over the past few months. Since then, nearly 350,000 people have been using the service.

?We never announced that the product was available in beta form on Facebook, but our users found it anyway ? this just reinforces how much of a need and desire to connect with others through social chat,? ooVoo CEO Yuval Baharav told Mashable.

The integration between platforms is seamless. Even if a friend doesn?t have the ooVoo application, you can send them the web call link to start to the session.

The product news is the company?s first major milestone for ooVoo, which boasts more than 46 million users ? up from 19 million in 2010. Although it still trails behind mainstay competitors Skype and iChat, the company has set its sights on further expansion.

?We will be releasing more innovative features in the upcoming months that will allow our users to be even more social online,? Baharav said. ?We want ooVoo to be a communications platform that truly becomes a big part of our users? social lives.?

Model Programs After VA's Home-Based System | The Health Care ...

For centuries, military conflicts and battlefield hospitals have been the birthplace of countless medical advances. Given this history, it comes as no surprise that today?s military ? specifically the Department of Veterans Affairs ? is leading the way in revolutionizing the manner in which care is provided to a growing number of aging service members. While Medicare is struggling to remain solvent, the VA has implemented a program that is improving patient outcomes and saving money.

The VA?s home-based primary care program ? developed in 1972 as a way to serve chronically ill veterans with comprehensive, interdisciplinary care in patients? homes ? has enabled the delivery of skilled, coordinated and cost-effective services in a challenging fiscal environment. This focus on providing clinically advanced care in the home setting has yielded unprecedented outcomes that should serve as a model for America?s health care system.

In addition to providing veterans with high-quality care in the setting most patients prefer, this system of encouraging home care for long-term chronic disease management saves money.

According to the VA?s estimates, the HBPC program has reduced hospital days by 62 percent and long-term care days by 88 percent, resulting in a 24 percent decrease in costs for participants. This level of savings is almost unheard of in today?s health care landscape.

The VA recently announced a rule that would eliminate the patient copayment for tele-health services at home. The VA recognizes that removing this burden will encourage more veterans to use home health services. By doing away with additional barriers to care, patients will have increased access to the HBPC program, which will in turn improve patient quality of life and reduce VA costs in the long run.

The VA should be commended for having the forethought more than 30 years ago to put into place a program that would meet the evolving needs of America?s veterans.     Manager Charlie Manuel dealt with the issue in the clubhouse after Friday night's game. Later, he downplayed the incident.

    "That's good sometimes," he said. "There's nothing wrong with that. No big deal."

    Victorino concurred.

    ?To me, it?s nothing," he said. "It?s part of the game. I?ve seen it with multiple teams. At the end of the day, we?re going to go out there as teammates and competitors and go out there and protect each other and win ballgames together.?
